San Diego, CA

At the Courtyard Liberty Station

2592 Laning Rd., San Diego, CA 92106

Tel: 619-221-1900

The 9th annual The Security Summit becomes bi-coastal in 2012.

The Security Network’s largest annual event brings in dozens of exhibitors from multiple countries in addition to several hundred attendees from all sectors of security and defense. This year the Summits will take place in two locations: San Diego, CA on May 9-10 and Washington, DC on May 16-17.

We will continue to work closely with an expanding number of companies, countries, military and government agencies and sponsors and other partners to identify and promote rapid adoption of dual-usage security products and services from innovative companies around the world.

Two venues will allow us to expand programming content as well as geographic coverage. With cyber security, anti-terrorism, GIS, port and maritime security and international collaboration as major themes for the Washington, D.C. conference, the San Diego conference will play to the strengths of the region and focus on “San Diego as a living test bed” for fielding innovative technologies for a wide variety of first responders and war fighters across the region.

The Security Summit – West will highlight a number of the region’s cooperative initiatives ranging from maritime (JHOC) to public safety (3C’s and RCIP) to cyber (SOeC and CSI-SD), all models of collaboration and innovation – the very underpinnings of a successful “living test bed.”

What types of organizations will TSS-West appeal to?

Local and tribal law enforcement & public safety – police, fire, rescue

Homeland security – transit & border protection and coast guard

Port & maritime security

Information technology & cyber security – especially finance and healthcare

Military and defense – U.S. Navy surface fleet and installations, special operations, Marine Corps

Industry and commercial

Education, research & development

… And anyone in the private sector wishing to sell into these market segments

At The Security Network commercial success is a win-win-win situation: Companies make sales, first responders find technologies that help them do their jobs more efficiently or safely, and local citizens benefit from a more secure environment. But you don’t have to take our word for it. The San Diego Police Department and San Diego Fire-Rescue can tell the story better. Read in their own words about the technologies they have deployed that were found through our network.

Why should you exhibit or look for innovative technology at a TSN forum?

The first and best reason is because you will find innovative technology.

For attendees, exhibitors, speakers and sponsors alike, participating in The Security Summit is an uncommon experience. The things that set our events apart are:

Innovation: Our focus is on finding innovative COTS technologies for security, defense, or public safety and promoting their rapid adoption. Influential government and military officials agree to speak and attend because they want to find your innovative solutions. We have partners worldwide constantly scanning the horizon for real innovation.

Advantage: We level the playing field. Every exhibitor gets a tabletop display (limit 2 per company), so no company has an advantage over any other in terms of visibility. Since the most innovative products come from small companies, this gives them an advantage they won’t find elsewhere.

Intimacy: Unlike large trade shows, our events are small affairs, with no more than 60 exhibits and seldom more than a few hundred attendees. Each participant has the opportunity to not only connect with its target audience but also engage in substantive, meaningful dialog.

Influence: Not only do key decision-makers and stipulators attend our events in search of innovative technology, but they ask to be invited back. They also refer other influential officials within their own and from other organizations.

Value: TSN events are reasonably priced, but they also have a proven track record of companies taking valuable feedback from technology reviewers, implementing that advice to retool or improve on a product, resulting in greater success in subsequent years.

Collaboration: Exhibitors and sponsors at our events also have a history of collaborating among themselves, finding channel partners or creating strategic partnerships leading to increased sales and marketing opportunities.

But you don’t have to take our word for it. Read this flyer for testimonials from past multi-year participants.

Renaissance Arlington Capital View Hotel

2800 South Potomac Ave.

Arlington, VA 22202

(703) 413-1300

A limited number of rooms available for $228 – Ask for “THE SECURITY NETWORK”

The 9th annual The Security Summit becomes bi-coastal in 2012.

For eight years, San Diego’s The Security Network has consistently provided one of the leading international forums for technology innovation in security and defense. The reputation of The Security Summit has grown in the region, the nation, and increasingly around the world. Having produced events on the West Coast from San Diego to Seattle, many of our partners invited us to bring the network’s unique blend of innovation, talent, and influential connections to new locales.

In 2012 we land in Washington, DC May 16-17, one week after the 9th annual innovation showcase of technology and thought leaders in government, military, public safety, academia and industry in San Diego. As in the past, we will continue to work closely with an expanding number of companies, countries, military and government agencies and sponsors and other partners to identify and promote rapid adoption of dual-usage security products and services from innovative companies around the world.

A second venue will allow us to expand programming content as well as geographic coverage. Coming to Washington will allow us to focus on topics such as cyber security, anti-terrorism, GIS, port & maritime security, rapid technology fielding, and international collaboration. Meanwhile, The Security Summit – West in San Diego will focus more on regional strengths and has as its new theme “San Diego as a living test bed” for fielding innovative technologies for a wide variety of first responders and war fighters across the region.

The Security Summit – East provides the opportunity to further develop personal relationships and strengthen organizational ties with agencies like NSA, ONR, NAVSEA, DHS S&T, Departments of State, Justice, and Defense. It also affords us the opportunity to establish new connections, and most importantly we get to share some of the incredible innovations that we see on a regular basis with people not only equally impressed by the technology but also with the capabilities or means to accelerate the commercialization process.

What types of organizations will TSS-East appeal to?

National security & intelligence

Military and defense

Public safety, disaster preparedness and emergency relief

IT and cyber security

Law enforcement and homeland security

R&D, engineering and systems integration

Tech transfer and commercialization

Geospatial technologists and developers

… And anyone in the private sector wishing to sell into these public/government market segments

At The Security Network, “Fostering Innovation through Collaboration”® is more than a tagline – it’s what we do. When we talk about innovative technology, our focus is on the innovation, less so the type of technology. Bring together out of their silos enough innovators with the right minds from the leading government, military and first responder agencies tasked with identifying and/or deploying COTS solutions to combat secure and safety challenges now, and the sparks of innovation will fly at the natural friction point where differences meet. A company is as likely to form a strategic partnership with another vendor as make a sale to an end-user.

We know of numerous success stories from our events, but you don’t have to take our word for it. The San Diego Police Department and San Diego Fire-Rescue can tell the story better. Read in their own words about the technologies they have deployed that were found through our network.

San Diego, CA

Cost: $49 / $35 TSN members / $25 Active Duty Military (or recent vets)

(includes breakfast, lunch & reception)

This one-day conference is based on a simple premise, summed up as follows:

It’s time we all quit “admiring the problem”, quit reorganizing, agree on what’s needed, and collectively DO something about cyber security.

The Technical Advisory Committee of The Security Network is organizing this event in conjunction with partner organizations. We would like to thank National University and Securing Our eCity for co-sponsoring this community cyber security event. The objective of the day is to begin by envisioning an end state and to finish with a call to action that provides a collaborative framework for moving forward. Through collaborative initiatives such as Securing Our eCity and events such as this, the San Diego community is becoming recognized as a leader in cyber security. The Technical Advisory Committee hopes to hold these Cyber Summits periodically to support San Diego’s position as a leader in cyber security solutions.

It’s Me! Security As can be evidence by today’s headlines, user verification is perhaps the greatest challenge to e-commerce security. In recent years there have been a number of new technologies developed to make verification more secure, yet they are often too difficult for everyday users to incorporate effectively, too costly to install and maintain or too limited in their scope of use to be used pervasively.

It’s Me!is our award winning, unique (patented) User Authorization system that uses a process of pattern recognition against a table of random numbers and logical or arithmetic functions to provide users with One-Time Passcodes (OTP) at each login event. Our system provides extremely high levels of verification security and requires hackers to witness numerous login events including both the reference table and the user response in order to begin to determine the code.

Studies at top universities as well as real user experience have shown that users find It’s Me! to be easier to remember, and more enjoyable to use than passwords or PINs.

It’s Me! is totally software based which means that it can be used anywhere that passwords, PINs or any other devices are used. In fact it can be easily incorporated in all electronic security systems from computer systems to electronic doors to banking systems or any electronic system that requires protection. It also means that there are no expensive add-ons like hardware or fobs to buy, maintain or replace when lost or stolen.

At long last there is a user verification product that offers the highest levels of security, is easy to use and can be cost effectively implemented on almost any platform, It’s Me!.

Vaporsens is developing the first device to provide continuous, non-contact detection for all explosive threats. It’s a “smoke detector” for explosives.

Despite billions in federal spending on airline passenger screening since 2001, the US cannot reliably detect explosives that could bring down a plane. According to the September 11th Tenth Anniversary Report Card, “explosives detection technology lacks reliability and lags in its capability to automatically identify concealed weapons and explosives.” The co-chairman of the 9/11 commission said, “no question you get an F” with respect to aviation explosives detection. Recent security lapses include the Al-Qaeda Christmas Eve bomber (2009) and the Yemen to Chicago printer cartridge mail bombs (2010).

Current checkpoint scanners fall short because they can’t chemically detect actual explosives that terrorists use. Consequently, screening is insufficient in airports, and is non-existent in many public places such as stadiums and public buildings where a single lapse in security can lead to massive repercussions. In contrast, the Vaporsens detector can chemically detect a wide range of explosives on every single person and bag going through security without the need for contact. The company’s technology is based on research that received over $1 million in funding from the Department of Homeland Security.

Eureka Aerospace develops, produces, and markets cutting-edge imaging and security systems that adapt advanced, proprietary impulse synthetic aperture radar and microwave technologies to the needs of defense, government, and commercial organizations. Eureka combines world-class expertise in electromagnetics and signal processing with a singular client focus to deliver systems that provide uniquely superior customer solutions. Eureka’s Impulse Synthetic Aperture Radar (ImpSAR) system, currently in advanced phase of development, is a microwave imaging technology capable of seeing through walls made of materials as diverse as drywall, wood, concrete, and brick, enabling its users to remotely view personnel, weapons, and other targets at large standoff ranges of up to 50 meters for a vehicle mounted platform (in excess of 1,000m in future airborne system development). The system can also provide localization and mapping interior walls, underground structures, unexploded ordnance (UXO), improvised explosive devices (IEDs), bunkers, and caves containing hostile subjects. Discussions and testing with the military and various law enforcement agencies have identified numerous applications for the ImpSAR technology (IED detection, localization and identification, search and rescue, identification of building inhabitants in combat areas, hostage situations, drug control, border enforcement, etc.). Compact, lightweight ImpSAR sensor will reliably detect, localize, and identify targets in day/night and all-weather conditions from a variety of operational ground and airborne platforms such as vans, trucks, UAVs, helicopters, and fixed-wing airplanes. The system will remotely generate 2D and 3D images of stationary or mobile targets at large standoff distance while delivering much higher (sub-inch) resolution images than any other technology available. Deployed in the field, it will have a direct impact on saving lives of military personnel, law enforcement, and civilians, and has a potential to redefine the way tactical operations are conducted, byproviding real-time “transparent structure” information directly to the operator.

Predictive Modeling has provided county reports on economic and crime data to this group since 2010. Currently, we are working with Digipen Technical Institute and Depiction, both local companies, on the next level of predictive technology. Digipen Institute of Technologyis an industry recognized, accredited institution offering undergrad and graduate level degree programs for those pursuing careers in the videogame industry, recognized by Princeton Review as one of the top schools in the country to study game development. Their Human Interactions Virtual Environment (HIVE) program is an environment that gives us the ability to create models and run simulations of human beings and their behaviors in a virtual environment. Depiction is a GIS platform software developer, with systems in all fifty states and fourteen countries, and currently in discussions with several government third party integrators on incorporating Depiction or portions of the Depiction IP into their products. This includes a contract currently in negotiation with Total Immersion Software. They received $52 million dollars from DARPA to develop a 3D simulation tool (Real World) for the military. They are contracting with Depiction to integrate portions of Depiction’s IP into their system to allow their users to more easily begin 3D simulations in a 2D environment.

SA Photonics has developed a high power microwave (HPM) Situational Awareness Threat Sensor (SATS) to detect and characterize currently “undetectable” high power microwave attacks thatcan disableglobal positioning systems, navigation systems, weapons systems, and control systems. Hidden in briefcases and available for purchase in multiple countries around the world, HPM weapons are significant threats to low flying military and commercial aircraft, ground vehicles and critical ground infrastructure.

SATS diminishes the threat of HPM attacks. Not only can SATS provide early and instantaneous notification of HPM attacks, but it also captures HPM waveforms for post-mortem analysis. Using multiplepassive sensor probes to provide adynamic detection range of more than 60 dB, SATS detects incoming high-energy signals and transfers themover fiber optic cable to a processing unit where threat energy threshold crossing levels, pulse width, frequency and other pulse characteristics are computed. The sensor probes have very high damage thresholds; and they can be separated by up to 5 kilometers from the processing unit for placement around large buildings and facilities.

SA Photonics specializes in the design and development of innovative photonics solutions for military and commercial customers.Among the most successful businesses participating in the Department of Defense’s (DoD) Small Business Innovation and Research (SBIR) program, SA Photonics is a pioneer inwide field of view digital night vision and augmented reality head mounted displays, free space and underwater optical communications, free space Doppler LADAR and underwater LIDAR, ultra compact fiber optic gyros, RF beamformers, and fast steering mirror sense and control systems. In 2011 SA Photonics was awarded the Small Business Administration’s prestigious Tibbetts Award for significant technological contributions to the DoD and for helping other small businesses succeed in the SBIR program.

According to a recent study, there are 1,000 marine related companies in San Diego, of which over 100 are maritime technology companies. San Diego is believed to have the largest concentration of maritime technology companies in the U.S. and The Maritime Alliance is the recognized organizer of this important cluster. The marine technology sector has traditionally exhibited strong growth – a result of selling multi-use products to a highly diversified, worldwide client base. This seminar will focus on two important and interlocking topics: promoting international sales and financing internal growth, which is typically a challenge for fast growth companies.

According to 2009 testimony to the U.S. Senate by Professor Judy Kildow, the coastal economy—30 coastal states, including Great Lakes states—totaled $11.4 trillion in 2007 or 83% of U.S. GDP. The shore-adjacent counties generated 42% of US GDP with only 18% of U.S. land area. The ocean economy ― a smaller economy than the coastal economy (but not including the maritime technology sector since she did not have relevant macro data) ― in 2004 generated $138 billion, approximately 1.2% of the US GDP, and provided 2.3 million jobs. That is equivalent in size to the U.S. insurance industry by employment and the motor vehicle parts industry by GDP. She concluded by saying that the ocean and coastal economies are expected to drive the U.S. economic recovery.

With the ocean and coastal economies expected to drive economic recovery and marine technology expected to outpace the general economy, the diverse hardware and applications in maritime robotics are among the most dynamic of the maritime technology sectors. To highlight some of the innovative work being done in this exciting field, The Maritime Alliance is hosting a morning seminar with panels that will address unmanned underwater and surface vehicles.

Participating Organizations:

Harbor Wing Technologies www.harborwingtech.com: The Harbor Wing Autonomous Unmanned Surface Vehicle (AUSV) is unique. Defined by three innovative components: the WingSail, the Hydrofoils, and the Guidance System, it will perform a range of critical missions. The design and integration of these components is the product of world class expertise and vision from Harbor Wing’s team. By providing situational awareness to operational commanders, Harbor Wing’s high-tech AUSV will meet fundamental requirements of military, government, and commercial customers.

Liquid Robotics www.liquidr.com: Liquid Robotics’ patented Wave Glider technology has been in development since 2005 and Liquid Robotics’ vehicles have completed tens of thousands of miles of operation. The Wave Glider features a unique two-part architecture and wing system that directly converts wave motion into thrust and solar panels that provide electricity for sensor payloads. By continuously harvesting energy from the environment, Wave Gliders are able to travel long distances, hold station, and patrol vast areas without ever needing to refuel. This means Wave Gliders can travel to a distant area, collect data, and return for maintenance without ever requiring a ship to leave port.

Lorimar www.lorimargroup.com: As President and CEO of Lorimar Group, Mike Johnson has led the company to become an unparalleled communications – technology provider. Lorimar Group’s global expertise in developing and integrating off-the-shelf products and services for government and commercial customers has allowed them to quickly build a reputation for success in fast paced, challenging environments. Lorimar Group is participating in the Mentor – Protégé Program with Applied Research Associates and is developing technologies to support the robotics market for DoD and other Government Agencies.

Scripps Institution of Oceanography http://spray.ucsd.edu/pub/rel/info/spray_description.php: With more than a century of exploration and discovery in global sciences, Scripps Institution of Oceanography is the world’s preeminent center for ocean and earth research, teaching, and public education. Under ONR support by Scripps and Woods Hole scientists an underwater glider called Spray, has been developed to provide a small long-range autonomous platform for long-term ocean measurements. The Spray is versatile because it is small enough to be deployed from small boats close to shore while still being able to carry a variety of sensors. Sprays generally operate for several months at a time.

SeaBotix www.seabotix.com: In the past large ROVs have been required to accomplish many tasks largely relating to capability. Unlike other small ROVs, the SeaBotix LBV (Little Benthic Vehicle) can often match the performance of the larger ROV systems. LBV systems are continually finding their way into large ROV companies as a more cost effective and portable means of inspections. Another unique aspect of SeaBotix is the diverse range of LBV systems. SeaBotix manufactures systems with depth ratings from 150 to 1,500 meters (500 to 4,900 feet) and with cable lengths up to 2,000 meters (6,000 feet). SeaBotix is continually providing unique solutions that no other small ROV company can provide.

Dr. Robert McFadden, a scientist and veteran of radiation safety in Canada, and his partner Chris Clarke have spent the last several years convincing the anti-terrorism community that small, gray “tubes” connected to a gray metal box can help prevent a major terrorist attack.

Although the mailbox-sized device and sensors look nondescript, the technology is world-class and can be deployed as a system to detect a “dirty” bomb in an airport, a harbor, a train station or over any large area, and alert security responders to a threat in near real time.

The need for this type of device was brought into sharp focus following the attacks on the London Underground and bombings on trains in Madrid, Spain. Had a dirty bomb — an explosive device that disperses harmful amounts of radiation — been the weapon of destruction, the severity of each attack would have been exponentially more devastating and the cleanup far more expensive and time consuming.

Like many technology innovators, McFadden’s company Mobile Detect Inc., is a small company based outside of the United States (in Ottawa, Canada). Its goal is to get the system, called RadWatch, into the hands of governments and large system integrators that can use it as quickly as possible. Even though this system has a number of meaningful benefits over existing alternatives, including a significant price advantage, developing sales in the huge U.S. security sector is an enormous challenge for a young, foreign company.

Fifty percent of the research and development expenditures on new security technologies is estimated to be spent inside of the United States. That means that innovative security technology companies from around the world need to figure out how to penetrate the U.S. market to be meaningful players.

Mobile Detect’s path to commercialization illustrates the network of partnerships and collaboration needed to help such companies reach across international borders.

The company received funding from the Canadian CBRNE Research & Technology Initiative (CRTI) to develop and deploy RadWatch with the Royal Canadian Mounted Police (RCMP) and at the Ottawa International Airport. The airport deployment, which has been in place for three years now, has been very successful providing a high “capture rate” while eliminating “false positives” by utilizing a patent pending combination of hardware and software algorithms.

The company was encouraged to attend The Security Summit in San Diego several years ago by the Canadian Consulate, San Diego, which also provides an ex-officio member on the board of directors of The Security Network to represent the international community.

“We view the trade commissioners of the Canadian Consulates as an extension of Mobile Detect — they are our champions. They’ve taken an active role in helping us get established in the United States by ensuring we attend events like The Security Summit,” McFadden said.

Through participation in The Security Network events, Mobile Detect has met a number of public and private sector collaborators including its first, major American partner, Cubic Security Systems Inc. (CSi). CSi is a subsidiary of Cubic Corp. (NYSE: CUB), the world’s largest provider of automated fare vending and collection systems for public transit.

In February, Mobile Detect and CSi signed a purchasing, support and licensing agreement that will integrate and offer RadWatch radiological detection technology to the worldwide transportation industry.

“The financial support of CRTI, coupled with the scientific and project guidance from the Radiation Protection Bureau of Health Canada, was critical to

the development of RadWatch. The Canadian Consulate in San Diego and Los Angeles and The Security Network have played significant roles in helping Mobile Detect develop many relationships in California and across the U.S., most importantly this groundbreaking partnership with Cubic,” McFadden added.

Mobile Detect has recently received funding approval from CRTI for an innovative deployment with CSi for the Edmonton Transit System and another to add nuclear detection technology from General Electric to the existing radiological detection system at the Ottawa airport. Additional pending projects include ones with organizations such as L-3, Lawrence Livermore National Laboratories and Qualcomm, all of which Mobile Detect met while working with the Canadian Consulate and The Security Network.
